Private passenger auto insurance reform has long been needed in
order to attract national insurance companies to Massachusetts.
Over the past three years state set auto insurance rates have gone
down by almost 25% in Massachusetts. What other products have there
been such reductions? Certainly not taxes, gas prices or cable
bills. Long before Massachusetts Insurance Commissioner Nonnie
Burnes announced implementation of the new “managed competition"
system, it was believed that Massachusetts was going to enjoy
another 10%, or so, reduction in auto insurance rates.
The reform skeptic in me is reminded of a scene in the movie
Wall Street:

Gordon Gekko: It’s not a question of enough, pal. It’s a zero sum
